Look at where CUNY sits compared to the rest of higher education in the United States.

Most elite colleges in America live in the top-left quadrant of this matrix. They boast high Success Rates (a large percentage of their graduates reach the top 20% income quintile), but their Access Rates are abysmal—often enrolling fewer than 5% or 10% low-income students.

On the flip side, many institutions with high access rates struggle to provide the career pipelines needed to propel low-income students into the upper income tiers.

As shown in orange, CUNY campuses sit firmly in the upper-right quadrant. Institutions like City College (CCNY), Lehman, City Tech, John Jay, and Baruch enroll massive proportions of students from the bottom 20% income quintile (often 20% to 35%+ of their total student body), while simultaneously achieving success rates that rival selective private universities.

When you multiply high access by high success, you get true institutional mobility—proving that public higher education remains NYC’s most potent engine for social and economic mobility.

When sociologists and economists measure neighborhood opportunity, Economic Connectedness or the frequency of cross-class social ties between low- and high-income residents—is often hailed as the ultimate key to upward mobility.

On paper, the data across Brooklyn and Harlem proves the rule. There is a near-perfect positive correlation (r = +0.939) between a neighborhood’s economic connectedness metric and the upward mobility rank of children raised there.

HOWEVER!

Look at the size of the points representing 20-year demographic displacement. The neighborhoods exhibiting the highest economic connectedness and mobility ranks—such as Fort Greene (0.72 connectedness, 38.1 mobility rank), Bed-Stuy (0.68, 34.2), and Central Harlem W (0.69, 36.4)—are the exact corridors that suffered massive Black population loss between 2000 and 2020 (-30.4%, -42.0%, and -16.7%).

Meanwhile, un-gentrified corridors like Brownsville maintain low displacement (-8.8%), but remain isolated with low economic connectedness (0.45) and lower mobility outcomes (28.5).

The paradox of modern urban development lies in the structural mechanisms that increase cross-class exposure and spatial opportunity. However, these mechanisms often do so via gentrification and market pressure that end up displacing the very historic communities those networks are meant to uplift.

When we talk about social infrastructure in New York City, we often look at parks, plazas, and transit hubs. But public higher education anchors, specifically the CUNY system, can act as some of the most powerful institutional mobility engines in the country.

Using Opportunity Insights data (Chetty et al.), this chart ranks colleges by their overall Bottom-to-Top 20% Mobility Rate, the product of a school’s access rate (% of students from the bottom 20% income quintile) and its success rate (% of those students who reach the top 20% as adults).
